A county court judgement is a judgement issued by the country court in order to recover an unpaid debt. You will have been issued a CCJ for not paying or being unable to contribute to debt repayments in a sufficient manner to meet the terms of a financial agreement. You could be issued with a CCJ for non-payment of credit card or loan debts, and also for things like council tax and utility bills.
